This policy directly addresses the key challenges facing tech-driven enterprises, including financing difficulties, valuation hurdles, and high credit risks. It systematically introduces 11 practical measures across core areas such as the supply of intellectual property assets, value assessment, risk compensation, and credit services.

The initiative aims to build a well-regulated, efficient, broadly accessible, and diverse intellectual property financial services system, providing strong support for the high-quality development of the province's scientific and technological enterprises.
