Haidian District Unveils Ambitious Five-Year Plan With 100 Major Projects Annual Rollout

At a municipal press conference on September 2nd, Beijing's Haidian District officials outlined their strategic blueprint for the "15th Five-Year Plan" period, targeting a doubling of regional GDP by 2030 compared to 2020 levels. The district aims to accelerate the development of new quality productive forces and establish itself as a world-leading science and technology park, positioning Haidian as the frontrunner in the capital's modernization efforts.

The district has set forth "Seven Front-Runner Goals" covering aspects including service to capital functions, development of innovation hubs, high-quality economic growth, cultural influence, urban vitality, public wellbeing, and efficient governance. To achieve the GDP doubling target, the district projects an average annual growth rate of 5.5% and plans to cultivate three to five new industrial clusters valued at over 100 billion yuan each.

Core Implementation Strategy: "Dual Ten and Two Priorities"

Haidian will systematically implement its planning through a closed-loop execution system, introducing ten major pillar projects and ten major construction scenarios as key drivers. Under this "Dual Ten and Two Priorities" framework, the district will roll out and implement 100 major projects on a rolling annual basis. The ten pillar projects focus on building fundamental support systems for long-term development, while the ten construction scenarios aim to create replicable demonstration models that translate planning objectives into tangible realities.

To ensure smooth implementation, a "1+4" working mechanism has been established, with a dedicated task force led by the district's top officials and supported by four specialized groups covering coordination, thematic work, expert consultation, and supervision.

Artificial Intelligence at the Apex of the Industrial Innovation Pyramid

Science and technology innovation remains central to Haidian's five-year development agenda. The district will implement programs to support national strategic scientific capabilities, facilitate high-level talent aggregation, and strengthen the "Five Parties and Six Forces" collaborative mechanism for technology commercialization. This year, the National Natural Science Foundation results transformation center has been established, with the Haidian joint fund now including 20 participating enterprises totaling 155 million yuan. The district has also organized eight working groups for universities and research institutions, accumulating 1,010 projects in the database with 247 already implemented.

The district is accelerating construction of its "1+X+1" modern industrial innovation pyramid, with artificial intelligence at the apex. Currently, 140 registered AI large models are based in Haidian, accounting for 60% of the city's total, and the district has been approved to establish national AI application pilot bases in scientific intelligence and basic education. The mid-section of the pyramid comprises "5+3" key industries, including integrated circuits, biomedicine, commercial aerospace, industrial software, and high-end scientific instruments, alongside emerging sectors such as embodied intelligence, quantum technology, and brain-computer interfaces. The Beijing Satellite Town is progressing toward full implementation, and the city's brain-computer interface cluster has been inaugurated.

Centennial Jing-Zhang AI Innovation Belt Features "Three Zones and Two Wings"

The Centennial Jing-Zhang AI Innovation Belt will serve as the core carrier for strengthening Haidian's regional AI industry. The district is currently developing a comprehensive planning scheme for this belt, the first of its kind domestically to integrate urban design, industrial development, space utilization, and transportation planning. The spatial layout comprises "Three Zones and Two Wings": the central AI Origin Community will create a "near-campus innovation ecosystem" within one kilometer of Tsinghua, Peking University, and the Chinese Academy of Sciences; the northern zone will establish the Zhongzhi Park AI Independent Innovation Acceleration Area as a national-level AI platform hub and global AI cooperation and governance center; and the southern zone will strengthen the Dazhongsi AI Industry Cluster Area by leveraging Douyin's platform advantages to foster AI-native and AI-plus integrated new business formats. The western wing will serve as the Zhongguancun Technology Services Wing, while the eastern wing will function as the Xiaoyue River Scenario Enablement Wing, with northward radiation to the AI North Latitude Community.

During the 15th Five-Year Plan period, Haidian will leverage this innovation belt to push forward foundational technology breakthroughs, support universities, research institutes, national laboratories, and new R&D institutions in conducting original innovation from new process chips to next-generation AI theoretical frameworks. Breakthroughs are targeted in areas including world models, brain-inspired intelligence, brain-computer interfaces, and quantum intelligence. The district will also accelerate construction of large-scale intelligent computing clusters and computing networks, promote development of the intelligent computing industry chain covering AI chips, servers, and infrastructure, cultivate new forms of intelligent agent industries, and develop products such as AI phones and AI glasses alongside native AI applications.

Youth Housing and Talent Programs

Addressing youth development, district deputy secretary Yue Li announced that Haidian will deepen its youth-priority development approach, establishing a demonstration zone for young talent innovation and entrepreneurship. Plans include building 1,000 internship bases for college students, enabling them to engage with industry frontiers during their studies, and continuing Zhongguancun's university alliance campus recruitment activities to deliver quality job opportunities directly to young people.

Housing remains a key focus of youth talent policies. The district will continue implementing its "Haiqing Anju" housing program, accelerating talent apartment construction with at least 2,000 move-in-ready youth apartments launched annually, accompanied by rent discounts lasting up to six years on a tiered basis. Rental subsidies will reach 1,500 yuan monthly for up to two years for recent graduates in key regional industries, while entrepreneurial talent can receive up to 3,000 yuan monthly for up to two years.

Comprehensive Social Services and Elderly Care Expansion

On livelihood services, Vice District Mayor Lin Hang outlined arrangements across population development, employment, education, health, housing, and social security. With Haidian's population aged 60 and above reaching 754,000 and those over 80 totaling 120,000 by end of 2025, the district will build 26 street and township elderly care service centers over the next five years, establishing a "15-minute elderly care service circle" and piloting smart elderly care communities and facilities.

For child support, Haidian will strictly implement childcare subsidy policies, favor multi-child families in housing policies, gradually eliminate preschool education fees, add 100 inclusive childcare spots, and increase the enrollment rate for children under three by approximately 15 percentage points. The district targets publishing at least 80,000 job opportunities annually, eliminating zero-employment households, supporting at least 18,000 unemployed individuals in finding new jobs, and keeping the surveyed urban unemployment rate within 5%.

The medical and health sector will see major projects including the northern campus of Haidian Hospital and the Haidian District Traditional Chinese Medicine Hospital, improved community health service centers, nine new disease control sub-centers, and expanded AI applications in clinical diagnosis and health management. By 2030, the district aims to achieve universal social security service coverage across all communities and villages, establish two marriage mobile registration points, and optimize one-stop marriage and related services.

Technology-Enhanced Consumption Scenarios

Integrating technological innovation into daily consumption and urban life represents another key priority for the next five years. Vice District Mayor Sui Xiaofeng announced plans to build two to three globally influential technology consumption benchmarks, create a series of "AI plus consumption" demonstration scenarios, host high-level international sporting events, and cultivate multiple nationally influential cultural tourism IPs originated in Haidian.

The district will continue linking cultural resources such as the "Three Mountains and Five Gardens" with consumption spaces, using the Palace Museum North Campus IP to drive development at Haidian Joy City, and embedding cultural experiences into national trend dining and cultural creative markets. Traditional commercial districts including Contemporary Mall and Jinshangyuan will undergo renovation, while waterfront areas along Qinghe, Nanchang, and Nansha rivers will see landscape improvements and commercial development.

In cultural tourism, Haidian will explore new night-time experiences at the Old Summer Palace, build an AI lifestyle experience belt along the 9-kilometer Centennial Jing-Zhang heritage park, deepen the research and study brand around the Three Mountains, and leverage the "Double Olympic" venue advantages to become a "Sports Vitality City." Technology will be further embedded into consumption scenarios through AI travel agency services, embodied intelligence experience centers, immersive performances at Zhengjue Temple, AI character experiences, and applications including robot food delivery and AI-guided tours.
