New Regulations Taking Effect in Hebei Starting Today

Province-wide Regulations

Effective September 1st, the Measures for the Collection and Management of Archives in Hebei Province will be implemented. Announced as Decree No. 2 of the Hebei Provincial People's Government on July 3, 2026, this regulation comprises 25 articles. It primarily covers four key areas: scope of application, working principles, and responsibilities of relevant parties; specific requirements for receiving and transferring archives; guidelines for collecting archives through donations, purchases, custodianship, and exchanges; and requirements for team building, supervision, and inspection.

Also starting September 1st is the newly revised Port Regulations of Hebei Province. Ports serve as foundational and pivotal infrastructure, playing a crucial role in economic development. The revised regulations, which were recently passed at the 22nd session of the Standing Committee of the 14th Hebei Provincial People's Congress, aim to establish a modern port governance system that is safe, convenient, smart, green, coordinated, and efficient. This revision holds significant importance for deepening the province's port transformation, upgrading, and resource integration.

Beginning September 1st, the Meteorological Observation Regulations of Hebei Province will come into force. Passed at the 22nd session of the Standing Committee of the 14th Hebei Provincial People's Congress, the regulation consists of six chapters and 44 articles. It sets standards for the construction of observation facilities, management of observation activities, data management and application, as well as legal responsibilities.

The Seed Industry Regulations of Hebei Province will also be implemented on September 1st. Seeds are often described as the "chip" of agriculture, with the seed industry serving as the foundation for food security. These regulations were passed at the 21st session of the Standing Committee of the 14th Hebei Provincial People's Congress, and with their implementation, the Seed Management Regulations of Hebei Province, which have been in effect for eight years, will be simultaneously repealed.

Shijiazhuang City Regulations

In Shijiazhuang, the Safety Management Regulations for Manhole Covers of Shijiazhuang City officially take effect on September 1st. This regulation, comprising 19 articles, focuses on the safe operation of urban public facilities. It provides a systematic institutional framework for the planning, construction, maintenance, emergency response, and smart supervision of manhole covers, strengthening the protection of citizens' "safety underfoot" through legal means.

The Municipal Flower Management Regulations of Shijiazhuang City also take effect on September 1st, marking specific legislation tailored for the rose. This regulation, containing 16 articles, officially designates the rose as the city flower of Shijiazhuang. It focuses on institutional arrangements for the planning, cultivation, protection, management, and promotion of the city flower, emphasizing principles of "scientific planning, green ecology, landscape integration, and protection with development."

Hengshui City Regulation

The Elderly Care Service Regulations of Hengshui City will take effect on September 1st. This comprehensive regulation spans eleven chapters and fifty-one articles, covering general provisions, planning and construction of elderly care facilities, home-based and community elderly care services, institutional elderly care services, rural elderly care services, integrated medical and nursing care services, talent cultivation for elderly care services, support guarantees, supervision and management, legal responsibilities, and supplementary provisions.

Handan City Regulation

Making history as the first of its kind in the province, the Protection and Inheritance Regulations for Traditional Local Opera of Handan City takes effect on September 1st. This marks the first local regulation in the province's traditional local opera sector. The regulation, which does not follow a chapter structure, adopts a "small切口" legislative approach and features a "small, quick, agile" style. It comprises 29 articles covering legislative purpose, definitions and concepts, legislative principles, departmental responsibilities, and protection content.
