Since the start of this year, the Market Supervision Administration of Xindu District, Xingtai City, Hebei Province, has focused on empowering enterprises through intellectual property rights to enhance quality and efficiency. The bureau has delved into the practical work of patent commercialization, supply-demand matching, and corporate assistance, aiming to clear bottlenecks in innovation implementation and vigorously promote the efficient transformation of patent achievements.

To bridge the supply-demand gap and facilitate the "micro-circulation" of university patent commercialization, the bureau has launched routine special actions to promote intellectual property in universities and enterprises. Leveraging the municipal university patent direct-connection mechanism, the team engages with local higher vocational colleges and universities on one hand to comprehensively survey existing patents across invention, utility model, and design categories. They establish categorized patent commercialization ledgers by technical field to identify patent achievements with market potential. On the other hand, they conduct research visits to specialized and innovative enterprises, small and medium-sized manufacturing firms, and commercial service companies to precisely collect technical needs related to technological upgrades and new product development. The bureau focuses on matching supply with demand bidirectionally to advance patent commercialization.

Addressing challenges such as universities lacking knowledge of transfer procedures and enterprises lacking intellectual property operational capabilities, the bureau provides full-process agency guidance, including standardizing transfer materials. Simultaneously, they promote supporting policies on patent navigation, intellectual property pledge financing, and patent implementation subsidies to resolve difficulties enterprises face after introducing patents, such as insufficient technical upgrade investment and weak intellectual property management. This approach alleviates concerns among universities and enterprises about being "unwilling, afraid, and unable" to transfer patents. With the market supervision department's continuous follow-up support, the number of registered university patent transfers in the district has grown steadily this year. Hebei University of Science and Technology Engineering transferred two patents related to refractory material baking to a local Xingtai company, achieving seamless supply-demand connectivity in local industry-academia collaboration. Meanwhile, Hebei Institute of机电Technology transferred more than ten patents, including those for vegetable root cutters, electrical automation control boxes, portable emergency power supplies, and drone protection devices, in batches to an e-commerce company in Guangzhou. This has helped mature and practical university technologies expand beyond Xingtai, with patents in fields such as electrical automation, drone technology, and intelligent manufacturing successfully leaving the "ivory tower."

Simultaneously, cross-regional industry-academia-research cooperation is growing increasingly close. Xingtai Chunlei New Energy Development Co., Ltd. has taken its 3D printing technology "south" to Hangzhou, while Hebei Yunyi New Materials Technology Co., Ltd. has expanded its packaging technology "westward" to Hunan. Additionally, Hebei Zhichan Agricultural Technology Co., Ltd. introduced a jujube breeding patent from Zhengzhou Normal University, supporting the development of characteristic agriculture in the Taihang Mountain region. To date, the district has achieved a total of 221 patent commercializations.

Specialists are taking practical measures to serve as the "think tank" for enterprise development. Using the "expansion and quality improvement" action for intellectual property specialists as a starting point, the bureau has deepened the "Intellectual Property Service Journey" activity. With a focus on meeting enterprise development needs and solving their difficulties, service outreach has been extended to the front lines of corporate research and development, building a "one enterprise, one specialist" service system. Dedicated intellectual property specialists provide one-on-one paired support, offering targeted services in patent promotion, demand matching, and transfer process guidance throughout the entire transaction. This forms a combined force supporting, boosting, and driving development. This year, to ensure the smooth consolidation of 32 patents from key local steel enterprises—covering critical technologies such as blast furnace smelting, rolling equipment, and automation control—the bureau assigned intellectual property specialists to provide full-process follow-up guidance. They conducted a comprehensive "physical examination" of each patent's legal status, annual fee payment situation, and ownership chain. In response to the pain point of patent assets being dispersed across different affiliated entities due to historical reasons, which hinders centralized management and value realization, a special list was established to provide precise "one-on-one" solutions. This clarified the entire process from material preparation to examination by the China National Intellectual Property Administration, enabling the enterprise to smoothly complete the internal transfer and ownership changes for its 32 utility model patents.

Looking ahead, the Xindu District Market Supervision Bureau will continue to deepen activities such as the "Yanzhao Journey for Patent Commercialization." Relying on the intellectual property service platform, it aims to further address the bottlenecks of "difficult conversion" of outcomes from universities and research institutes and "difficult acquisition" of technology by small and medium-sized enterprises. The goal is to promote more high-value patents taking root in the district, empowering the high-quality development of the real economy.
