Jiangsu Province has expanded its professional title system by adding two new digital economy engineering specialties. According to a recent notice from the Jiangsu Provincial Department of Human Resources and Social Security, these new titles cover quantum information and the Internet of Things, building on the existing 10 digital economy sub-specialties to address gaps in emerging industry talent evaluation.
The new titles are backed by Jiangsu's substantial industrial foundation. At present, the province's quantum information industry has achieved a comprehensive, full-chain layout, while its IoT sector leads the nation. Aligned with the mandate to "accelerate the development of talent evaluation standards for emerging vocational fields," Jiangsu adheres to the principle of "wherever industry develops, talent evaluation follows." This initiative opens career pathways for professionals in quantum information and IoT, playing a key role in accelerating talent cultivation and facilitating precise recruitment by employers.
Each new title is structured into three levels—junior, intermediate, and senior—tailored to specific segments of the industry chain. The IoT specialty covers three major directions: perception and networking, platforms, and application engineering. Meanwhile, the quantum information field is subdivided into five areas: quantum computing, quantum communication, quantum precision measurement and sensing, quantum materials and devices, and quantum security. The evaluation criteria place significant weight on core technology, practical capability, and industrial contribution, thereby enhancing the value and credibility of these titles.
Professionals who achieve major breakthroughs in fundamental research or cutting-edge technology within the IoT and quantum information fields, resolve significant engineering challenges, or make substantial contributions—as well as overseas high-level talent and professionals in urgent or short supply—may directly apply for senior title review. Additionally, high-level professional talent, urgently needed experts, and outstanding young professionals from private enterprises are eligible to directly apply for review at the corresponding title level, according to established regulations.
The new review processes also provide preferential treatment for professionals working in remote, difficult, and grassroots frontline positions within IoT and quantum information engineering. For these candidates, work performance, professional capability, and years of grassroots service can serve as important references for recommendation and evaluation. The process emphasizes dedication and practical achievements, while appropriately relaxing requirements related to academic credentials, seniority, research capability, and publications.
Of particular note, the qualification criteria for both specialties explicitly state that inventions granted patents following substantive examination by G20 member countries, Singapore, or the European Patent Office may be used in title applications. This move officially incorporates overseas high-value invention patents into the professional title evaluation recognition system.
This year, Jiangsu will conduct pilot reviews, with Nanjing and Suzhou selected as pilot cities for the quantum information engineering professional title, and Wuxi chosen as the pilot location for the Internet of Things specialty.
