The Linfen branch of the People's Bank of China has facilitated the region's debut biodiversity-focused loan, valued at 29 million yuan, through the Agricultural Development Bank of China's Linfen office. This financial instrument is precisely tailored to support the construction of a biomass-based low-carbon clean energy hub in Fushan County.
As of the latest update, 12.8664 million yuan has been disbursed in line with the project's developmental milestones. Historically, Fushan County has grappled with the improper disposal and open burning of agricultural and forestry residues, such as corn stalks and fruit tree prunings, which have adversely impacted local vegetation, soil quality, and wildlife habitats. Concurrently, enterprises within the Shuangxin Industrial Park have relied heavily on dispersed liquefied natural gas (LNG) heating, leading to elevated energy expenses.
To address these pressing challenges, the county launched the biomass low-carbon clean energy island initiative, which has been designated as a key provincial-level project under the rural energy revolution framework. The central bank's Linfen branch guided the Agricultural Development Bank to craft a bespoke financing solution, taking into account the project's extended investment payback period, intricate supply chain, and rigorous operational upkeep demands.
The resulting five-year fixed-asset loan accounts for 78.5% of the total investment for the project's initial phase, carrying an annual interest rate of 3%—a notable 0.5 percentage points below the prevailing five-year-plus Loan Prime Rate benchmark. This preferential pricing structure underscores the financial sector's commitment to fostering sustainable energy transitions in rural areas.
