The latest session of the Longgang District People's Congress in Shenzhen placed repeated emphasis on Pinghu Subdistrict in its government work report. Once known primarily for its logistics networks and specialized wholesale markets, Pinghu is now orchestrating a comprehensive transformation through land consolidation, technological breakthroughs, business environment optimization, and synchronized upgrades to public amenities. The subdistrict is accelerating its evolution from a traditional logistics stronghold into a modern semiconductor manufacturing hub, steadily advancing toward its ambitious goals of becoming the nation's third major hub for the semiconductor industry and a world-class semiconductor technology city.

From a planning perspective, Pinghu has officially been elevated to the status of a central urban functional area within Shenzhen. The northern section of Pinghu, designated as the core carrying zone for the world-class semiconductor industry and technology city, has been integrated into the broader planning framework alongside Longhua Center. This area now forms part of the "Bantian-Guanlan-Tangxia-Fenggang-Pinghu" electronic information industry cluster.

Confronted with a scarcity of available net land, Pinghu has persistently tackled the challenging work of land consolidation. In the first half of 2026, the subdistrict completed the consolidation and registration of 23.54 hectares of land, overcame historical illegal construction obstacles, and facilitated the transfer of land for several major projects. These efforts have secured invaluable industrial space for the establishment of semiconductor leaders such as Newkera.

Infrastructure development is proceeding in tandem. Key thoroughfares including Shuanghu Avenue and Saimi Avenue are under accelerated construction, while urban renewal initiatives in areas such as West Pinghu, Fucheng'ao, and Egongling are advancing in an orderly manner, thereby ensuring the successful implementation of major projects like the Saimi Science and Technology Park.

In the industrial arena, third-generation semiconductors have emerged as the core engine driving Pinghu's new quality productive forces. The Shenzhen Pinghu Laboratory, serving as the operating entity for the National Third-Generation Semiconductor Technology Innovation Center (Shenzhen), continues to achieve internationally recognized results in the fields of silicon carbide and gallium nitride power devices. The laboratory has published multiple high-impact papers at leading international conferences, achieved technological breakthroughs in self-developed devices, and established a shared process platform to support research and development by small and medium-sized enterprises. Additional research institutions, such as the SUSTech School of Semiconductors, are accelerating their establishment, progressively refining the collaborative ecosystem linking industry, academia, and research. Construction of the Luoshan Science and Technology Park is also gaining momentum, with domestically produced equipment accounting for as much as 99.2% of its total, and several instruments having broken the previous technological monopolies held by overseas manufacturers.

The data underscores the effectiveness of this transformation. During the first half of 2026, Pinghu's fixed asset investment and industrial investment grew by 15.75% and 54.98% year-on-year respectively, ranking first in contribution to growth across the entire Longgang District. The total output value of large-scale industries approached 30 billion yuan, marking a 15.36% year-on-year increase. The subdistrict has established a coordinated development framework comprising four major parks — Luoshan Science and Technology Park, Pinghu Intelligent Manufacturing Park, Pinghu Smart Innovation Park, and West Pinghu Industrial Park. Leveraging a dedicated semiconductor and integrated circuit industry fund worth 4.3 billion yuan, it continues to support leading enterprises in expanding production capacity, creating a complete semiconductor industry corridor that spans research and development, manufacturing, and supporting services.

Having cultivated a fertile environment, Pinghu is now attracting innovative technology enterprises. The subdistrict continues to optimize its business environment through the "Enterprise Butler" digital service platform, the formation of overseas expansion advisory teams, and regular enterprise visits to rapidly address company concerns. This commitment has earned it the title of "Top Ten Street for Business Environment in Shenzhen" for four consecutive years.

Alongside this industrial rise, Pinghu adheres to a policy of synchronous urban development, giving equal weight to city quality and resident well-being. The transportation network is continuously improving with several municipal roads now open to traffic, and major projects such as the Shenzhen-Huizhou intercity railway and the expansion of the Jihe Expressway making steady progress. Ecological projects like the Luoshan Park cluster have been completed and opened to the public, while livelihood initiatives addressing urban flooding and water environment management are advancing. Leveraging an AI-powered urban management platform, the subdistrict's fine-grained governance capabilities have been consistently enhanced.

To accommodate the anticipated influx of scientific and technological talent, Pinghu is addressing gaps in public services. A number of new public kindergartens have been established, and efforts are underway to introduce quality primary and secondary schools to ensure educational opportunities for the children of incoming talent. Notably, the country's first all-scenario smart elderly care facility based on the OpenHarmony operating system is now operational, with digital elderly care services gradually extending to communities. The subdistrict also enriches its cultural and sports offerings; popular mass sporting events like the "Village BA" basketball tournament have generated significant enthusiasm, complemented by community service markets that create distinctive scenarios blending technology with local vibrancy. Youth hostels and online virtual communities are continuously being improved, fostering an environment friendly to both young entrepreneurs and residents.

From a century-old railway depot and traditional logistics district to a new growth pole for Shenzhen's semiconductor industry, Pinghu's transformation serves as a vivid example of how the city is revitalizing existing spatial resources, cultivating new quality productive forces, and advancing integrated urban-industrial development. Standing at the threshold of the 15th Five-Year Plan period, Pinghu will continue its deep engagement with the integrated circuit sector, pushing forward on industrial advancement, urban quality enhancement, and livelihood improvement.
