PBOC Governor Outlines Commitment to Monetary Policy Framework Modernization

The second gathering of finance ministers and central bank governors from the Group of Twenty for 2026, held in Asheville, United States, drew to a close on September 1st. The meetings, which spanned the preceding two days, centered on topics including the global economic outlook, strategies for fostering growth, worldwide imbalances, and sovereign debt challenges facing developing nations.

During the sessions, Pan Gongsheng, the Governor of the People's Bank of China, announced the central bank's ongoing dedication to advancing the evolution of its monetary policy structure and refining the interest rate system. He stated that the institution will persist in implementing a moderately loose monetary policy to foster a conducive financial environment, supporting steady economic expansion and stable market operations in China.

Regarding international matters, Governor Pan highlighted that escalating trade protectionism, the broadened interpretation of national security concerns, and unpredictable policy landscapes are key contributors to the intensifying global imbalances observed in recent times. He emphasized that rectifying these imbalances necessitates structural reforms by individual nations, involving deficit countries reducing fiscal gaps and enhancing savings, while surplus countries appropriately stimulate consumption and investment growth.

The governor further underscored the importance of upholding multilateralism and bolstering international collaboration in tackling global discrepancies. He called for a focus on medium-term commitments, urging all countries to develop long-range policy frameworks and adhere to them consistently to prevent erratic policy reversals.

Governor Pan also provided assurances regarding China's economic trajectory, noting the nation's overall steady and positive performance. He cited ongoing structural optimization, fresh strides in high-quality development, and the stable functioning of financial markets as evidence of China's unchanged long-term growth fundamentals and supporting conditions. He reiterated the government's commitment to structural economic transformation and upgrading, identifying it as a strategic priority in the upcoming 15th Five-Year Plan. Reaffirming China's stance, Governor Pan stated the nation never intentionally pursues trade surpluses, instead focusing on domestic demand expansion and high-level opening-up, offering new opportunities through China's expansive market to contribute to a new phase of global economic equilibrium.
