Fullshare: Subsidiary CHS Launches Grant Thornton-Led Investigation and Broad Internal Control Review

Fullshare Holdings Limited (Fullshare) announced that its subsidiary, China High Speed Transmission Equipment Group Co., Ltd. (CHS), has commenced two parallel initiatives aimed at clarifying historical transactions and strengthening governance.

CHS has appointed Grant Thornton Zhitong Certified Public Accountants LLP as the New Independent Investigator to undertake a “Further Investigation” into a series of previously disclosed transactions (the Relevant Transactions). Grant Thornton began work in June 2026 and expects to deliver findings within five to six months. The mandate mirrors the scope of the 2025 investigation performed by FTI Consulting (Hong Kong) Limited, which CHS acknowledged was constrained and did not fully determine the nature, causes, or accountability relating to the Agreements and Relevant Amounts.

In addition, CHS will engage internal control consultants to conduct an end-to-end review of its control environment. The assessment will cover project initiation, pre-transaction due diligence, delegation and approval thresholds, Board oversight, legal and regulatory compliance, post-transaction monitoring, risk management, and record-keeping procedures. Recommendations will be provided to enhance effectiveness across these areas.

Fullshare’s Board stated it welcomes CHS’s decision to deepen the investigation and strengthen internal controls, and will provide full cooperation during the process.
