Hunan Market Regulator Unveils 30-Point Initiative to Boost Industrial Growth and Key Project Development

Hunan's provincial market supervision authority has recently introduced a comprehensive policy package to facilitate industrial advancement and major project construction. The initiative, structured around four core areas—market access and operational permits, quality empowerment, intellectual property, and regulatory enforcement—comprises 30 specific measures to invigorate the province's economic development.

On the front of streamlining market entry and operations, the province is establishing a fast-track service channel dedicated to major industrial projects. This will be accompanied by convenient services including integrated license and certification processing and AI-driven smart registration, which are designed to simplify the approval process for enterprises. Regulations governing business premises registration, enterprise name approval, and business scope registration are also being refined to continually lower the institutional costs of entrepreneurship. Furthermore, the province will enhance communication mechanisms between the government and businesses, reinforce a tiered cultivation strategy for market entities, and accelerate the implementation of major projects.

In the realm of quality infrastructure empowerment, the plan aims to establish no fewer than 15 innovation centers dedicated to quality infrastructure. This is part of a sustained effort to build strong enterprises, robust supply chains, and competitive counties through quality enhancement. The province intends to add an average of over 15 provincial-level highest measurement standards annually and formulate or revise at least 12 local measurement technical specifications each year. Deep focus will be placed on developing standards for emerging sectors such as the low-altitude economy and artificial intelligence. Concurrently, efforts will be made to advance carbon footprint certification pilot projects and provide quality assistance to small and micro enterprises, with a goal of helping over a hundred such businesses obtain quality system certifications annually. The initiative also includes initiatives to regulate the testing and inspection industry, optimize the layout of the advertising sector, and cultivate and strengthen the province's own "Xiang" brand products, thereby enhancing the core competitiveness of local industries.

To spark innovation in the industrial sector, Hunan has launched an integrated service platform for intellectual property protection, streamlining processes to reduce processing times and simplify procedures. Leveraging the national-level intellectual property protection center, the approval cycle for core technology patents is being shortened to within two months. Priority support will be given to the cultivation of high-value patents in strategic emerging industries. The province will conduct regular risk assessments and issue early warnings for overseas intellectual property issues, promote the development of industrial intellectual property operation centers, and expand the coverage of intellectual property pledge financing. This strategic move will also deepen the integration of patents with standards.

Additionally, Hunan is set to upgrade its smart regulatory model. This involves conducting fair competition reviews and addressing industry malpractices to prevent disorderly and cutthroat competition. The province will adopt a service-oriented approach to law enforcement while upholding strict safety standards for food, medicine, special equipment, and consumer products. These measures are designed to foster a superior business environment, providing a supportive framework for the construction of major projects and the transformation and upgrading of industries.
