On August 31st, the Ministry of Commerce, along with six other government departments, released the "Implementation Guidelines on Promoting the Expansion and Upgrading of Consumer Goods," outlining 20 specific measures.

In the area of silver economy product consumption, the guidelines call for enhanced R&D in key technologies and core components, expanding the application of technologies such as brain-computer fusion and artificial intelligence in age-appropriate goods and rehabilitation assistive devices.

Regarding health consumption, the guidelines propose streamlining the approval process for special medical purpose foods (FSMP), facilitating rapid regulatory review for rare disease-specific formulas. Additionally, they aim to upgrade the comprehensive medical and health service capabilities of retail pharmacies, establishing "health stations" to serve consumers better.

Seven departments have also launched the "15th Five-Year" action plan for special education development. Recently, the Ministry of Education and six other agencies jointly issued this plan, targeting a consolidation rate of over 97% for compulsory education enrollment among school-age children with disabilities by 2030.

The action plan outlines five key priorities: first, expanding the supply of special education resources and smoothing pathways for students with disabilities to advance academically; second, deepening curriculum and teaching reforms in special education while integrating vocational training and employment support for these students; third, actively promoting digitalization in special education and exploring AI-assisted learning tools; fourth, consolidating and enhancing funding mechanisms for special education, continuously improving school conditions, and strengthening teacher training; and fifth, expanding international cooperation and exchanges in the field of special education.

In regional news, Shaanxi recently hosted a training session on breast and cervical cancer prevention. Organized by the Provincial Health Commission and hosted by the Northwest Women's and Children's Hospital, the 2026 provincial training program for women's "two cancers" prevention health education took place in Xi'an. Nearly 200 key professionals from maternal and child health institutions across the province, involved in screening and health advocacy, attended.

The training combined achievement showcases with specialized lectures, systematically reviewing and presenting the phased results of Shaanxi's "two cancers" prevention efforts. The event also unveiled the province's list of outstanding popular science works on this topic.

Meanwhile, Hunan launched its 2026 training class for "12356" psychological support hotline counselors in Changsha. Hosted by the province's Second People's Hospital and Mental Health Center, over 70 backbone staff from municipal and provincial hotline units participated. The month-long program blends centralized theoretical instruction with on-the-job practical training, delivering phased, systematic, and standardized teaching. The goal is to strengthen grassroots mental health services and promote the standardized, routine operation of the "12356" hotline across the province.

In science and technology news, researchers at the University of Southampton in the UK have developed an open-source AI platform capable of rapidly and accurately analyzing hundreds of thousands of cells in tumor samples, mapping the spatial distribution of centrosome abnormalities within tumors. Their findings indicate that these spatial patterns correlate with clinical cancer characteristics. This breakthrough could potentially aid in patient risk assessment and the development of new targeted therapies, according to a paper published in Nature Communications.

Additionally, a team led by Professor Men Meichao from Xiangya Hospital's Nutrition Department at Central South University, in collaboration with colleagues from the university's School of Life Sciences, has unraveled the pathological mechanisms behind congenital hypogonadotropic hypogonadism (CHH). The study identified a new disease-causing gene, ZBTB20, and clarified how its mutations lead to gonadotropin-releasing hormone deficiency and olfactory dysfunction, offering crucial insights for genetic testing of CHH. The findings were recently published in the international medical journal eBioMedicine.

Internationally, the Chinese Foreign Ministry reported that Chinese nationals who had been in contact in Nepal's disaster-hit areas have been safely relocated and accommodated following severe mudslides near the Gyirong-Rasuwa border crossing. As of midday August 30th, all such individuals were confirmed safe. China continues intensive search efforts for missing persons, both domestic and foreign, and maintains close communication with foreign embassies to coordinate the tracing and aftermath handling for foreign nationals.

In other news, Tokyo Electric Power Company (TEPCO) began its 23rd round of releasing nuclear-contaminated water from the Fukushima Daiichi plant on August 31st, marking the fifth such discharge in Japan's 2026 fiscal year. According to TEPCO data released on August 27th, this round, planned through September 18th, will release approximately 7,800 tonnes of treated water containing about 1.2 trillion becquerels of radioactive tritium. This comes after Japan unilaterally began the discharges in August 2023, defying strong international opposition, and has now released roughly 173,000 tonnes cumulatively over three years.

For today's health tips, families can strengthen cancer prevention by focusing on six key areas.

First, control what enters your body. Avoid moldy or overly hot foods, reduce intake of pickled, smoked, fried items, and processed meats, refrain from chewing betel nut, and limit or eliminate alcohol. Prefer steaming, boiling, or stewing over grilling or high-temperature frying.

Second, manage daily details. Keep personal items like toothbrushes and razors for individual use only. Use serving chopsticks and spoons at shared meals. Never chew food for children or offer food you've partially eaten to others.

Third, ensure clean air. Run the range hood throughout cooking and for 3–5 minutes after, cleaning the filter monthly. Maintain indoor ventilation, and wait until newly renovated homes are thoroughly aired before moving in. Encourage all family members to quit smoking and create a smoke-free environment.

Fourth, maintain a healthy weight. Keep your body mass index (BMI) between 18.5 and 23.9, with waistlines under 90 cm for men and 85 cm for women. Engage in 150–300 minutes of moderate exercise weekly, and stand up and move for 5 minutes after every hour of sitting.

Fifth, get vaccinated. Receive hepatitis B and HPV vaccines as early as possible.

Sixth, prioritize screening. Undergo regular check-ups and evidence-based cancer screenings.
